Open Standards & MaaS: Building the Digital Infrastructure for Mobility
Since 2021, I’ve been leading a series of initiatives at La Fabrique des Mobilités to standardize the data, services, and business models that support digital and service-based mobility (Mobility-as-a-Service – MaaS) in France. The mission: to provide cities, operators, and industry players with a shared, open, and interoperable foundation to support both ecological transition and a better user experience.
Over the past four years, these efforts have led to the emergence of a national roadmap, a collaborative community, technical benchmarks, and barometers now used by public agencies and local authorities.
Context & Objectives
- Making MaaS a public good: Proposing a framework of open standards to prevent vendor lock-in and ensure data sovereignty.
- Aligning national strategy (France Nation Verte’s “Digital & Data” roadmap) with local needs.
- Empowering local authorities to digitize mobility benefits and tickets, and measure the effectiveness of their mobility policies.
- Informing decision-makers — public and private — about sustainable business models through working groups and dedicated research.

My Role & Contributions
- Project Lead: strategic direction, budgeting (~€450k total), and reporting to ADEME and DGITM.
- Community Facilitator: led over 60 workshops and webinars, engaged 120+ organizations (public transport authorities, operators, industry, OSS projects).
- Lead Author: barometers, benchmark reports, ecosystem analysis, policy memos for the France Nation Verte initiative.
- Product Stewardship: managed GitHub backlogs (

), reviewed pull requests, ensured functional fit. - Advocacy: regular speaker on open data and open APIs in mobility and MaaS environments.
